He obviously can't take his medical here yet, hence getting it done in France. I don't see as we'd go to those lengths without a deal being in place. Quite a lot of transfers are agreed/announced pending medical or work permit, see Sanchez. So now we have sorted the medical, I expect we'll announce it pending a work permit.
Looking at the comments about his paperwork coming through in time, if we've done everything we can do, and all other paperwork is lodged, surely there's grounds for an extension.

Agree I didn't think work permits had to be completed before the deadline. That would make no sense. If we had signed Sanchez on deadline day subject to a work permit the deal would still go through.

The work-permit criteria are detailed in the Premier League rules. A player has to meet the criteria if he requires permission to work in the UK.
A club needs to have applied for a work permit prior to the window closing.
