He is given a rating of tier 3 and will have this rating until the end of the window when the aggregator will do an inventory of the info and see if they get bumped up a tier. He started as a tier 5, before his info was proved to be true so got bumped up to tier 4, then tier 3. Next window I expect he'll be tier 1.

I'd put considerable money on Toby seeing out his contract.I think Toby will be next out the door in the coming windows. Therefore I'm not sure if signing Rodon would have an impact too much as we'd likely need a big replacement.
