This isn't Football Manager this is real life and unless you have the unlimited backing of someone with more money than sense books have to balance.

To be fair to the guy, it is obvious that not all revenue generated by outgoing transfers is going into the budget for new signings. The stadium has to be paid for and Levy is clearly allocating for it
