Depends, as there is indeed a middle ground between overpriced British players outside of our range, and cheap foreign players. It so happens that these are the players I think we should target. The ones who could likely do no better than us, and they know it. This is also what Everton's done lately to recent successes. These kinds of players are affordable, and they would likely bust their nuts out of pride to finally be at a "big club."

For a few examples, Shane Long, Fabian Delph, Ryan Shawcross, and Nathan Redmond come to mind.

It wasn't a policypolicy in the old days, it was just how football was.
You could say we had a policy of only signing white players. Or a policy of only signing players under £X amount. Or players from a certain part of England.
