The domestic deadline in England only applies to deals between an EFL Club and a PL club, it's not between 2 PL clubs.

No, once their window closes (I think it's about 5pm their time) that's it. So if there's no indication of movement by mid-morning tomorrow, I would expect it's unlikely that there'd be time to get things done before their deadline.
