This is it for me too. I wouldn't be surprised about ITK agendas etc, but I think this is just ignorance about how our system works. I'm not ITK on our transfter system but from what I've read I'd bet my house on this being approximately the roles and responsibilities (and I've posted something like this before so sorry for being repetitive ):
- JR says what type of First Team players he needs
- DC/scouting system and (now) JR RECOMMEND transfer targets to the committee based on fit to above and getability - 'the long list'
- The committee (JR, DC and DL) agree a short-list based on discussion of fit, budget and wages, etc.
- Each can VETO proposals (Jol probably couldn't before)
- DL will DECIDE in the event of a stalemate
- DC probably INPUTs into negotiation strategy
- DL EXECUTES big negotiations, DC EXECUTES smaller negotiations
- JA will have an INPUT on some legal aspects supported by his team
- Medical team may INPUT on the player's fitness
- DL has the final DECISION on go/no go for a deal to be struck
DC will also have a fairly full remit to build a team for the future.
As I say, I'm no ITK but I have a pretty good experience about how companies organise this type of set-up and I bet this is damn close.
Refering to the original post by Dragon, I find this absoloutely ridiculous to try to suggest that our DOF would have no imput whatsoever in the signing of a 16mil player..
Yes, that's true. But there does seem to be an attempt to weaken or marginalize Commoli's position going on.

"Credit Levy for Modric deal, says Ramos".

Reading another article where Ramos says he was aware of Modric as far back as a year and a half ago, I think that it could just be that Ramos told Commolli this was who he wanted - not that Commolli had nothing to do with the signing. More like nothing to do with the scouting! That's all.
i think its rubbish because Modric was next to Comolli at the game and was chatting to him at times, this is the new people want to hear but I think Comolli played a role, he canpeak quite a few languages apparently?
I think is as close to the structure as anyone has got. As you say:
Comolli: (Day to day management.)
- Oversees the Medical and Scouting aspects of the club.
- Oversees Youth Development. (Reserve and Academy teams)
- Deals with negotiations (contract and transfers) of youth players.
- Recommends the Coach (ie Ramos.)
- Makes recommendations of potential 1st team and squad signings to the Committee.
Ramos: (Coach)
- Coaches and selects the team.
- Oversees the Coaching staff.
- Makes recommendations of potential 1st team and squad signings to the Committee.
Levy: (Money man)
- Negotiates transfers and contracts with potential 1st team and squad players, with 'help' from Comolli.
- Deals with all external issues concerning the club. (Marketing, Finance, Investment, Real estate, Club links)
Committee: (Ramos, Commolli and Levy)
- Agree on targets given all information at their disposal.
- Any one can veto a deal for a potential target.
To make things clear, the only signings that are 'Commolli signings' are youth players. ALL other signings are Committee signings.
