Apparently Valencia wanted €45m but City beat them down to £25m, so I suppose it comes down to your definition of lowball offer.

Ake will be a great signing. Sometimes you have to pay a little more than perceived value to get what you want.
(Unfortunately we tend to always try and pay a little bit less and often miss out on getting the player in early or even missing out completely)
