In part because the players ahead of him at RM and Croatia are very very good (and would also improve us!).
In part because they have seen him play and he is a fantastic player. Technically a wonderful player.
In part because he has the attitude and fighting spirit we need. In the World Cup he played 40 minutes of a game with a dislocated shoulder.

IMO we need to address CM as the number 1 priority. People are losing their shit about Zaha and Martial and no doubt either one of them would improve us BUT, we aren't exactly weak there with Son, Dele, Eriksen, Moura and Lamela all able to do a job. However, in CM we have Dier (who makes us versatile but not very frightening), Winks and Vic struggling to recover from injury and Dembele who ticks a lot of boxes but not the one that gets us ripping into opponents. We didn't have enough productivity there last season and maybe we're hoping Onomah can stap up but I haven't seen any signs of that happening. Grealish could be a good signing if we ever get there, but Kovacic is another level and something we've been desperately missing.

In all seriousness, although Shelvey isn't the nicest guy around, he has great passing ability. I was surprised he wasn't in the world cup squad. Him and Lascelles,who I've always rated, would help the problematic HG quota and would be good enough quality for rotation and covering injuries.
