- Won Euro 1960 (with three 2nd place finishes and one third place finsih)
- Have qualified for to 10 World Cup Finals
- Finished 4th in 1966.
- Plus we could give it to them for Euro 2008 alone.

Really though, it would seem too late but it's not. The US was given the '94? WWC with like 6 months notice after it was stripped from the country it was supposed to be in and pulled it off flawlessly. If you have the determination to get it ready quickly and have the stadia already built, you can easily pull off a WC in short time.
US was awarded the hosting of the 1994 World Cup in 1988, but like you said, there are a few countries that could host it at short notice, US, Germany or even better England

Check that. Found it. It was the 03 WWC. FIFA moved it away from China in May of that year because of SARS and gave it to the US. The tournament was held in September. So 4 months notice.6 years, 6 months. Same thing.
