But if Burnley have received a bud from a club they can use that figure as bargaining at the tribunal. They can legitimately say that they hit a strong bid and that pushes up the final fee.
Was discussed a while back that bids aren't considered for setting the tribunal fee. Its to do with accademy quality and some other things...
According to the Sky article, the fees are included in consideration by the tribunal for "substantiated interest." This makes sense, as the whole point of these compensation fees are to protect smaller clubs who find it more difficult to hold on to young players they develop. It would be all the less fair if they didn't take into account the fact that those players have varied levels of desirability.
A big part of it is the quality of the academy. Palace for example is classed low even though they have produced some top talent.

The bid does matter because it indicates potential value of a player which informs the fee decided by tribunal

I do not think this is same procedure applicable to Ings.Please read the rules they are at the bottom of the pdf from page 96 onwards.
