One last follow up on Ings comp - see appendix 12 to the Premier League Handbook:

  1. In making a determination as aforesaid, the Committee shall take into account the costs set out in Regulation 4 and any of the following criteria:
    1. 3.1 the status of each of the Transferor Club and the Transferee Club;

    2. 3.2 the age of the Player;

    3. 3.3 the Training Model(s) (as that term is defined in Youth Development Rule 1.70) on which the Player was engaged with the Transferor Club;

    4. 3.4 the amount of any fee paid by the Transferor Club upon acquiring the registration of the Player;

    5. 3.5 the length of time during which the Transferor Club held the registration of the Player;

    6. 3.6 the terms of the new contract offered to him by both the Transferor Club and the Transferee Club;

    7. 3.7 his playing record including any international appearances;

    8. 3.8 substantiated interest shown by other clubs in acquiring the registration of the Player.



      So, any bid by us will be used as part of the substantiated interest shown, in the event Ings signs elsewhere.

IT IS NOT DETERMINED BY PREVIOUS BIDS.

Any agreement between a Club and another Club (or club) as to the compensation payable on the transfer of a registration, whether pursuant to Rule 276.2or otherwise, may not take effect so as to vary the contingent compensation payable pursuant to this section of the Rules to any other Club (or Football League club).
Thats for academy players (in Ings's case what Bournemouth would get, since he came from their academy). In Burnley's case the below applies.

"In either of the instances (vi) and (vii), the Club holding the player’s registration has the right to receive compensation. The Player’s registration for the new Club will not be accepted until such time as the Club has confirmed in writing to The Association that it will negotiate a compensation fee with the former Club failing which it will abide by any decision taken by a League Appeals Committee as set out in clauses (xi) and (xii). (ix) An existing agreement shall continue and have full force and effect between the parties on the terms and conditions as those pertaining prior to the expiration of the initial period of employment, or the option period if appropriate, and the Player will continue to train and play as instructed by the Club until 31st August, or the date on which the Player registers for another Club, whichever is the sooner. (x) In the event of the Player continuing to play for the Club after the 31st August, a week-to-week agreement must be completed and submitted to The Association under which the Player will continue to be paid in accordance with the terms of the existing agreement. (xi) In the event of the Player signing for another Club which is unable to reach agreement on the payment of a compensation fee to the Club holding the player’s registration in pursuance of the existing agreement then such fee shall be dealt with by a League Appeals Committee. (xii) The League Appeals Committee shall comprise nominated representatives from: the Council (to act as an independent Chairman); the management committee of the league; and the Professional Footballers’ Association. The committee may, at its discretion, order either the Club or the Player to pay all or part of the costs involved in an appeal. The League Appeals Committee also applies to clauses (k), (l) and (m) of this Rule C1."
