Liverpools net spend is so low because they're spending all their money on extending contracts.
Their wage bill is now higher than Man City's.

I'd say it's less the contract extensions and more the fact that they've targeted a lot of free transfers.

Another poster (I can't remember who) pointed out that free bosman transfers are really a false economy. Oftentimes those players ask for massive wages and large singing bonuses, larger than that of a player you'd sign normally. Agents also typically ask for a much larger fee as well. This then provides a kick in effect when you sign James fricken Milner and give him over 100k per week as now every player in your squad will demand more than that during their next contract negotiation.

So when signing a player on a free you typically end up spending the money you would have saved on the transfer fee on the player and the agent anyway.
