It's not a stadium sponsor
Per the article:

"This latter presentation specifies that the exposure SA Tourism will receive will include stadium branding, match-day advertising, a 5-14 day training camp in South Africa with the full first Spurs team — as well as access to free tickets and stadium hospitality.
The £42.5-million deal would run from as soon as February 2023 to June 2026, with the option to extend for another year."

?

I seem to recall that early on there was talk of multiple stadium sponsors - each with their own little section - so this could be something like that.

Surely stadium branding is just advertising boards etc. it’s the same as Rwanda for Arsenal. Stadium naming rights is going to be a 10 year deal at least I would think

Isn't Cinch our sleeve sponser?
There is always the other sleeve...

And our shorts have two legs, and there's nothing at the bottom of the back of the shirt. In fact there's loads of unused real estate on our current kit. I expect we'll have something more like this in a few seasons:

Sorry meant stadium naming rather than just sponsorship

South Africa are basically on Russia's side over Ukraine, so this is shameful.
I think given the west's history in South Africa and the rest of the continent, we're not in a position to criticise them for aligning with our enemies now. It's utterly unsurpring that China and Russia are very interested in building ties with former colonies, and we only have ourselves to blame for the consequences of our own actions.

This may well be true but I don't know if it serves Tottenham to have their name on our sleeve while they are on the wrong side of history today. They can absolutely do what they like, but we don’t have to take their money, indeed it shocks me Levy/Lewis would want to, it profoundly damages Tottenham’s image. Might as well say 'Visit Putin's mates' on the arm.

History will judge It very poorly indeed.

"Putin's mates" is a hilarious overstatement. Plenty of countries turn a blind eye to Russia/China for all sorts of reasons. It's not that big a deal. Doesn't matter.

If you were a Ukrainian footballer and Spurs came in for you would you wear it then?
