Seems like an act of desperation to me. If true, that is.
If Stoke were to lose the FA Cup final at Wembley on 14 May, they could still qualify for next season's Europa League if City were to finish fourth in the Premier League. That would see City make the Champions League and mean that they would not need the FA Cup's Europa League place, which would go to Stoke.
This wasn't the case last season - so what has changed?

If our hopes on getting into the Champions league depend on Stoke, maybe we wouldn't really deserve a place?
Just win the games we have to and make that match a non-event.
We can complain all we want - it's not going to be re-rearranged. It just seems every time we're fighting for 4th something comes up to make it harder for us. Lasagna-gate, Fulop-gate, and now City and Stoke's ridiculously confusing 'route in to Europe'-gate.
We came through the last one, no reason why we cant battle through this.

This is all complete bollocks I think. This only applies for League Cup finals doesn't it? I know historically, you get to the Final, you're in Europe if the other team plays in Europe already.
That makes no sense. If Man City finish 5th, they still wouldn't need the FA Cup's qualification spot.

A league place HAS to go to the Europa League.
If City win the Cup and finish 4th, then their Europa place gets passed onto Stoke, Spurs(assuming 5th) would also qualify through league position.
If City win the Cup and finish 5th, their FA Cup Europa place takes precedent meaning the 6th placed team(Liverpool probably) take the league's Europa place.
So assuming City win the Cup then Stoke would need City to finish 4th for a Europa spot and Liverpool would need us to finish 4th for a Europa spot(if they really want it)
Hmmm, I hope 4th doesn't just get you a EL place!! I think you might have slightly confused yourself with all of your calculations there!
