This is from Prof on COYS regarding the two contracts that were offered to him. I don’t think this is new info so it’s just adding to the current picture really:

I’ve shared what I’m allowed to share. He rejected the two different types of offer we put in front of him. The details are in a post I made earlier this week. I don’t know specifically why he said no. That would be interesting info. I’m hoping to be able to say more later, but that’s not my decision to make. We’ll see.
You don't need to be ITK to know why. I love Spurs to the core but if I were Kane I wouldn't be signing a deal until I was sure I knew the direction the club were going and that Ange was the real deal. Absolutely no chance whatsoever. Especially when I knew I had the choice of pretty much every team in the world in a years time.

I've always wondered what the contours of the "verbal agreement" were between Kane and Bayern that set this all in motion. Clearly there was some understanding. But was it as simple as "Yeah, no, obviously I'll play for you"? Or were there actual terms, like years, wages, and release clauses? I could see Kane and BM leaving it open, but Kane now balking at the idea of committing to 5 years in the Bundesliga. I also thought early on that given Kane's evident fandom of Tom Brady, he would take a cue from Brady and other American sport stars like Lebron James, who signed 1-2 year contracts during the latter half of their careers. With their fortunes already made, that gave them the most control over what they really wanted, a place on a competive squad.
It could have been "yes I will go if you meet the value", but if he said that when his wife was 6 mo pregnant and she's 8 mo now things change.

That said I'm not sure Loyalty bonus is something Levy can say no to if Kane hasn't officially requested a transfer. I am happy to be corrected.
Putting on my lawyer hat - you can always say No - whether it holds up may have to be litigated later.

But, Levy's argument - if it ever came to that - Kane's conversation with Bayern and Tuchel in the summer constituted a breach, such that it was tantamount to a transfer request. Not sure how that holds up - but, I would argue it with a straight face.

Couldn't agree more. So many posters have no idea how good the players we are being linked to are but still think it's right to move him on for those players. Utter madness imo.

But that's going to happen anyway. Just in a years time with £100m less going into our coffers.

I wonder if Kane asked for his loyalty bonus, and Levy said no. Otherwise - I am not sure what Kane and Tottenham have to agree to about Kane going to Bayern.
It’s a German translating into English. Don’t overthink it mate

I imagine it would be due to him wanting to have complete control of his future and leave on a free next year.

I said as much earlier and received only disagrees for it.

I'll repeat it, the club(Levy) are definitely in the process of trying to convince Kane to go.
Levy wouldn't have accepted the fee if this wasn't the case.
Not necessarily selling but selling or extending. That’s what I thinks going on. Levy just can’t stomach Kane leaving for free next year and to be honest I don’t blame him.

surely a new deal with a sliding scale of min selling fee based on years left of Contract and with Kane being allowed to invoke it should we not progress on the pitch is the way out of this for everyone ?

If he stays without signing some sort of extension, then he is in essence intentionally fucking the club over.
NO. 1000 times no.

If Kane stays, he will put in his best efforts on the pitch. That is what the club needs.

If Kane leaves next summer on a free - then Kane will have fulfilled his contractual obligations to the club, and the club will have fulfilled its contactual obligations to Kane.

What if, and I wouldn’t be surprised by this. Kane wants to stay but levy wants him to leave and take the £. If word got out, I couldn’t imagine the meltdown.
