Arguments can be made about the quality of the squad and who is responsible for that, but ultimately it's a squad of players who should not be in 12th (and likely lower come Monday).
It's been a long period of poor performances and results. He's not been getting the best out of the players for a long time now and it's arguably getting worse.

I think we know enough after 5 years to confidently say that Poch isn't necessarily a good 'scout', so I wouldn't rule out that being his doing.

We’re still in the market for another player of Tielemans’ type even after having signed Ndombele and Lo Celso, as seen by our chase of the likes of Bruno. Tielemans is a quality player who would have made a massive difference last season and at the beginning of this season. Poch turning his nose up at a quality CM playmaker and choosing to persist with a threadbare squad last January was an enormous mistake which contributed greatly to the rot setting in. He’s made many poor scouting choices in his time here, it’s been a huge fucking problem over the past four seasons or so.He ended up getting the better player 5 months later.
