Basically golf course to be rewilded and turned into a community centre. And a women's training facility is being built along with a facility to train grounds staff.

Why are we doing this?
Added to what secretlemonadedrinker said I imagine we'd also be looking to hire it out to various groups, women's international teams etc.Why are we doing this?
Because we need a dedicated training centre for the women's team and junior groups and, being adjacent to the main training centre, this is the ideal location for it.
The women's game is growing rapidly. Spurs were late starters and it's only in the past 5 years or so that we seem to have taken it seriously. Attitudes towards the women's game are changing, and expectations are growing. Spurs have to show that they aren't stuck in the past. What would it say about the club if the mens and boys teams had the benefit of state of the art facilities but the women and girls had to make do with sub par rented facilities elsewhere, as has been the case thus far?
The other park works, for public benefit, are just the (comparatively small) price that Spurs had to pay to secure the site. Akin to planning gain.
In short, this development is actually a good, sensible and forward thinking move by the club.

Didn’t know that , thanksThe golf course is closing regardless, from what I’ve read. Losing too much money, supposedly. If the Spurs scheme isn’t implemented, then another one (that also does away with the golf course) will be.
