It’s a developmental youth transfer which is allowed outside of the transfer window, and U21 players do not have to be registered in the PL, so would we be able to play him in the first team immediately? Eleven senior appearances for one of the biggest Croatian clubs is nothing to sniff at.

Adding top tier youths talent has to be the way to go for us, because I’m not sure we’re capable of attacking/paying for the biggest stars at the moment. Getting the scouting right, and ensuring a clear development path is there is key.

Highlights reel he appears a bit cumbersome at times, then all of a sudden he’ll turn someone in a tight space with agility defying his appearance. Definitely knows where the goal is, and looks a formidable defender too.

Transfers like this under the radar, out of normal transfer window, actually looks like we are working with some purpose too build the playing side with some smart scouting. Very promising.

I assume he can qualify for HG and club trained at some point. Exciting stuff.

To qualify as home grown you need to have been at the club for 3 years before he turns 21. Nationality doesn’t come into it. So when he turns 21 (assuming he’s still at Spurs) he would count as a homegrown player.
I don’t think he needs to be registered until he’s 21 so won’t count if he comes now.

he doesn't need to be registered for Premier League, but need registration for European competitions

To those rating this post informative, I was genuinely asking.

POK seems to be suggesting we can sign him now (rather than only after he turns 18), and PL rules do not require a youth player to be registered in the squad list, so one would think he could play immediately if Ange thinks he’s ready. Does anyone know for sure?

Evening Standard is reporting that he’ll stay in Croatia until he turns 18 and join in the summer of 2025

Unexpected indeed but love these moves!

Really feels like promoting fantastic youth prospects under the tutelage of Ange is going to be one of our main pillars moving forwards.

Not sure what you mean by not registered in the squad list. They don't take up senior squad spots as you have unlimited U21 spots, but they still need to be registered as a squad member to play (you 100% can't play an unregistered player, that's auto-forfeit the game, point deduction, thrown out of a cup and fined). The cutoff date for squad registration for free players* is Wednesday, September 13

There are exceptions like signing Vorm after injuries to keepers in October 19/20 where you can register later but I don't think "talented youth player" is viewed as an exceptional circumstance. I can't recall anything like that happening but I'm 95% sure he couldn't play if he's not registered in time

*my mistake, that's free players
