What the hell is going on with officials!?! Ball went out for corner on one side and ref points to opposite corner. Players seemed a bit confused too.

As for the yellow card it's mandatory to the goalkeeper. This means at some point in the next season a GK will be sent off for two cautions during a shootout. Or maybe even during a game which will be a total joke and I'll be laughing my ass off when it happens. So here's what's happening with VAR and PKs. The laws were tweaked so that the GK must have a part of one foot on or over the goal line when the PK is taken. The significant change is that it appears that referees have been told to strictly enforce it now. So in the U20 World Cup and the Women's World Cup using the new laws, you've seen a PK retaken about a half dozen times.
It's just such a shock to the system because it was never enforced and keepers were regularly three steps off the line without it being called. Now does it appear absolutely absurd to retake a PK when the keepers back foot was one inch off the line? Yes. But it's a video review decision and just like offside it's a yes or no. Was the player one inch offside? Yes -> no goal. Was the GK one inch off the line? Yes -> Retake the PK. I think it's stupid but I don't make the laws. On the other hand if we're playing Arsenal next year and Lloris comes a full yard off the line and it's retaken but then the Arsenal keeper comes three inches off the line and it's not retaken we're gonna be kinda pissed off. So in that sense total enforcement makes the most sense with VAR. But like I said, it's such a shock to the system.

Thanks for enlightening me. Never seen a pen retaken for such a small margin off the line. But rules are rules I guess. So they can't dive at all before the kick is taken? Or they can start diving but from behind the goal?
One foot has to be on the line when the ball is struck and you're not allowed to start from behind the line either.
Just like defenders are going to have to relearn their game to avoid shit handball decisios, goalkeepers are going to have to relearn penalties.
Go and look at the first Swiss penalty from the England game. Pickford has one foot in front, one behind - ref did nothing.
Third penalty and both feet are in front.
Presumably the ref will only enforce the rule if the penalty is missed.
Funnily enough the Swiss keeper does keep one foot on the line for each - and gets nowhere near any of them.
Important note - the Nations League finals were using the old laws and standards and not what we're seeing in the WWC.

That is an important distinction and an amendment that has to be made. If the taker shoots wide or over what the keeper does is completely irrelevant.I fully expect this rule to be tweaked again. If the penalty is put wide/over, then the fact a goalkeeper is half an inch of the line should be irrelevant. Letting the player take the spot kick again when THEY fluffed their lines is an absurd rule. The goalkeeper has done nothing more than psych out the taker.
