I don't understand how Everton weren't awarded the 3 points from City and I don't understand why we've not been. I thought the rules were clear?

I have no source for this but internal logic, but there are two different things at play here.

One is a club being unable to field a team and forfeiting the points.

Another is the club being able to field a team, but there being a strong chance that some of their players on the pitch or on the bench may be asymptomatically infectious, leading to the game being postponed on orders of the PL.

In the second case, Fulham haven't failed to turn up. They've been told they may not play.
