Something as high profile as this could go all the way up to the Home Secretary herself if she wanted to intervene - she could for instance think that denying his permit would send a message that criminals aren't welcome and exceptions won't be made for the rich.

Entirely agree but hopefully she just stays out of it. Tis only a theoretical possibility.
