Yes but you're forgetting that his experience, professionalism and mentality will spur on Hugo and Gazza in training. A young GK won't do that. Not too sure. Chelsea have Green as their 3rd and City Carson as their 3rd only too.
Imagine Lloris gets a serious injury we would rely completely and fully on Joe Hart, who has not been convincing in the last 4(?) years. You can fill up spots of the putfield players with youth like Cirkin, White etc. but the goalkeeper position is nothing where you should start to save money.
I personally think Whiteman and Austin will probably develop the best if they get regular game time in League 1 or 2.
The goalkeeper department can't be treated like every other position on the pitch. It's highly likely that Hugo won't get an injury to rule him out for months (it's only happened once since he joined) therefore you only need a 3rd GK sparingly, if at all.
You need to rotate outfield players more often and they are far more likely to pick up knocks and injuries, so if you decide to fill outfield back up spots with young HG players who are unproven you run the risk of having to rely on them week in week out.
It makes much more sense to have a 3rd GK as HG, that way you open options across the squad. There's a reason all of Chelsea, Liverpool, City and United have done it.
Imagine if last summer we had an extra non HG space to bring in a CM or CF.
