Third choice keeper is there either for exceptional injury circumstances that rarely happen or some extra meat for when we have a giant dust-up with another team. Vorm manfully tried to embrace that role in the Battle of the Bridge and get one in on Diego Costa, but Hart is a much bigger unit so we'll be bringing the pain Jose style next time.

He's a quality 3rd choice keeper in terms of mindset and professionalism but people talking about him being no.2 and maybe even pushing for the no.1 spot can't have watched him much at all in the past 4 years. He has been seriously, seriously bad on the pitch

Yeah, Hart was eventually dropped for Adrian after having an absolute nightmare start to the season
In all honesty I don't even remember Hart being at West Ham. I remember Torino, but that one escaped me.

Adding some depth to the squad for training and emergency with a keeper who doesn't impact the foreign born quota seems sensible. City did the same recently. With 75 England caps its not like we are talking about a 4th tier pie eating 50 year old. Has his confidence gone and therefore his ability at the top level? Sure. Could he do a job in the league cup next month while Gazza takes the Europa league and Hugo the prem. Makes the 9 games in 23 days more realistic.

To free up a non-HG spot on the team which can be used to better effect.

Not too sure. Chelsea have Green as their 3rd and City Carson as their 3rd only too.
Imagine Lloris gets a serious injury we would rely completely and fully on Joe Hart, who has not been convincing in the last 4(?) years. You can fill up spots of the poutfield players with youth like Cirkin, White etc. but the goalkeeper position is nothing where you should start to save money.
I personally think Whiteman and Austin will probably develop the best if they get regular game time in League 1 or 2.

I think Hart as no.2/3 competing with Gazza is very decent.

he was awful at Torino if I recall
He started pretty good, but then his form nosedived. I imagine it's very hard to be in a foreign country and not speak the language and lose form, particularly for a goalkeeper, which is already a fairly isolating position as is. Worth remembering when you see foreign goalkeepers come in.
