This was not part of test event 1.
This was presumably a test of the fire suppression system.
I doubt anyone here know how or why it failed - but its possible the failure occurred as late as last week, or, over the weekend, when fewer people were in the stadium.
And, the critical information is not that the system failed - the critical information is - what must be done to fix it? Is it a design flaw? Faulty equipment that needs to be torn out and replaced? Is it a leak in the pipes?
So, from a club's perspective, I assume MACE (or the fire suppression sub-contractor) conducted the test, and determined it failed - and then determined the appropriate corrective measures and the timeline associated with that fix.
Thats when they approach the Club and Levy - and lay out the scenario - I am sure Levy pushes back a little on time-line, but has a sense of how long it will realistically take to fix (and it might be one of those jobs where MACE says, we won't know for sure, until we pull some things out - but minimum of X weeks, maximum of Z Weeks.)
Then, once Levy has the facts, they can sit down and address the implications - FA, NFL, Fans. FA and NFL take precedence - because, until they work out those details, there is nothing concrete to announce to the fans. Now, they have the basic agreement in place with the FA, and have postponed the NFL deal, until probably next year. And they can move forward with the fans.
I don't see anything in this scenario where its "Levy's fault"
Someone along the line is accountable. If this really is down to fire suppression, either someone in design has come up with a gigantic flaw which everybody's missed, or someone has made a gigantic mess of fitting huge amounts of equipment that again everybody's missed till now. It beggars belief that something could be so badly wrong it causes a two-month minimum delay and nobody had any idea until today - the only way that's possible is if several people have made a hash of things. If it's Levy and his team, he's responsible. If it isn't, then he's responsible for making sure that whoever's fucked up is on the line for the money, and that this finds its way back to the club and the supporters who've been let down.
