Moving the ball is one thing, it’s moving the foam as well which makes it look dodgy.

Unless he's unsighted by the wall especially with a guy lying on the ground behind it. It's possible once he's started lining the wall up he can no longer see the ball. Hed almost certainly have shifted the wall if he had seen the ball move the amount it did.I actually think him moving it further to the right makes it obvious to the goalkeeper where he's going to put it. As someone referenced, it's fully part of the game to try to get an advantage. Whether it's moving the ball a bit, trying to stop a quick free kick by standing in front, falling when you get a bit of a push from behind - it happens in every game.
And it's the job of the referee team to catch this stuff. The ref was marking off the wall, but you can bet (no pun intended) that the AR will hear about it in his assessment.

Personally I'm with you and don't see too much of an issue generally speaking. However we are talking about a player who was in his first game back in six months for breaking the rules, and has this week been totally disrespectful to the club who stood by him through it. I can certainly see why people are should we say disgruntled.
The players in the wall should have paid closer attention and shifted over proportionally.The keeper set the wall up for the original position of the ball. Toney would have to bend the ball quite a bit to find the corner. Moving the ball a yard to the right almost gave him a clear line of sight to the corner of the goal.
