I suspect the club will keep some of the non-English youngsters at the club rather than loaning them out very early on in their Spurs career.
A key reason for this is the "Home Grown" rule and UEFA A and B lists. Last time I looked the tedious thing up, for the B list a young player (essentially u21) had to have a 2 year uninterrupted spell at the club to be eligible for the B list. Ie as an extra youngster beyond the 25-man A list squad - a rule which Tom Carroll benefitted from last season.
So, young players like Luongo, Veljkovic, Coulibaly and Gomelt will need 2 years uninterrupted at the club before being loaned out to ensure they count as "extra" players for the Europa League.
Also, players signed when they're very young have a chance of becoming "Home Grown", just as Fabregas counted as "Home Grown" for the scum because Arsewipe had, ahem, procured him so young.
