Maybe the VAR guy shouldn't be from the same country as the ref. It'd offer some different perspective since different FA's/leagues seem to have different views on these things
I'm not saying it necessarily needs to be handball anytime it hits an arm. But the current rules are ambiguous and too open to interpretation.

If Otamendi is stood on the goal line and the same thing happens, I don’t think anyone would disagree it’s a penalty. Shouldn’t be any different when he’s standing 10 yards out.

Arm was away from the body - ball on target towards the goal. You are not going to find many more obvious handball pens than that.I'm not convinced that first one should have been a penalty. It hit his arm, but the rules say that it has to be deliberate. There was no movement of the arm towards the ball either. He seemed to be trying to move his arm out of the way if anything.
