Without wishing to knock it, it's not that special.

Awesome animation! Must have taken ages to make. Looks like each frame was done individually in Photoshop or something (either converted, or re-drawn by tracing over the originals.) I'm pretty sure there's not a way to fully automate the conversion so it must have seriously taken ages!

It's a technique called rotoscoping, where animation is drawn over the top of film or video. Aha's video for Take on me is one of the best examples of rotoscoping but it's used a lot in not so obvious ways, especially with CGI. The original prince of Persia game (not the awful ubisoft version) was so amazing because it used rotoscoping for the animation.

I'm sure the artist in this case used something like Adobe after effects to produce a first run and then went over it frame by frame in photoshop to produce the required effect. It's still a real pain in the ass thing to do but it's a lot easier with digital video and professional level digital art tools.
