It means that when Leverkusen came along this season, they didn't have a response, and is also why they struggle in CL games against good sides. Not sure about that. If the ref sees and plays advantage that's City's fault for stopping. It's not their job to decide when play stops unless they kick it out of play. It's the ref's job. You play to the whistle.So Grealish is fouled just outside the box. The City players stop dead because they would rather have a free kick there than the advantage. The ref keeps indicating advantage, refuses to blow and forces them to play on.
