They are crap at the moment, but unless the eligibility requirements are changed, there's really nothing to prevent China from buying a squad of NHL players. A fair portion of the Chinese squad don't have Chinese relatives, nor have they lived in China for longer than a year.And they still lost 8-0 to a team of mostly college players. What would the NHL players from Canada and the US have done to them?
