The real flaw is that we have never in my lifetime really had that many really top class defenders.
80s:
Richard Gough was probably the only top class CB/CD we had throughout this decade, but stayed only for one season.
Chris Hughton: solid club player, but not reckoned to be top class in the league.
Gary Mabbut: world class club legend, but never a world class player.
Graham Roberts: the penalty in the UEFA final, the missing front teeth, the quote (the one about the crest on the front of the shirt vs the name on the back): but world class defender? Not even close.
90s:
At this time the one whose name should not be mentioned stands out as our best defender since the 60s/early 70s.
Colin Calderwood was a solid but not exactly spectacular defender. Scotish international with 36 caps.
00s:
Ledley King - the one and only. At his best world class with one knee. He would´ve been recognised more widely (outside Spurs and England) as an outstanding international superstar if it hadn´t been for his injury woes.
Michael Dawson: a fan favourite and loyal player with more heart than actual skills.
Jonathan Woodgate: he scored in the League Cup Final, but his best years was spent at Leeds (and squandered at Real Madrid).
Vedran Corluka: not half bad, but played for a weak Spurs side.
Christian Ziege: 72 caps for Germany and 185 games for Bayern says it all, really. But in all honesty he came to us in the twilight years of his career. That he´s remembered fondly by many fans says a lot about our lack of top quality defenders over the years.

In the PL-era, before the signing of Super-jan in 2012, our most used defenders are (not mentioned above) Younes Kaboul, Chris Perry, Mauricio Taricco, Anthony Gardner, Gary Doherty, Lee Youn-Pyo, Benoit Assou-Ekotto, Stephen Carr, Pascal Chimbonda and bloody Alan Hutton.
In short: in the PL-era the gooners have always had more talent and quality than us in defence. Except for the last 5-6 years. Multiple trophies winning teams almost always have several great defenders (Liverpool in the 80s, Fergie´s ManUtd, Chelsea in the 2000s onwards, Real Madrid, Juventus, AC Milan of the 90s, etc.). The only exception to the rule in recent history seems to be Barcelona (but see what happened to them in Europe after Puyol retired).
