Transfer window rethink

Every season most clubs in premier league have unhappy players looking for moves and are still looking to buy players 2 weeks into the new season.
Surely the window should close and the 25 man squad issued 1/2 weeks before the start of the season? It would be fairer for everyone to start the season with a settled squad and everyone knowing which club they are going to play for at the very least till the jan window.

I might be wrong but I've always assumed it's because different leagues around Europe and the world start/finish at different times. They try to have windows at times which accommodate as many as possible. Would be unfair if the window only suited the premier league...
