It's called a proper scouting system - get the player you need, not the easy path of overpaying for recognised quality.
Look at the likes of Wanyama, Eriksen or Toby. All relatively cheap in the current market, turned into proper beasts by Poch.
I get what you're saying about good scouting, but if a player's that good, it's highly unlikely that just one club is aware of him. If we're interested in him, you can be pretty sure that other, wealthier, clubs are also interested. Chelscum wouldn't hesitate to pay over the odds (while having a good idea of what we can and will spend) for a player just to stop any other club signing him.I don't think so.
