I know it sounds a bit underwhelming, but a midtable PL club would have been a good fit. He'd basically be the biggest star at whichever one he chose and could totally boss it, before a big move in the summer.
That said, if he had chosen to play for us in the summer he would have got plenty of chances to impress, because of our injury crisis.

Florian Neuhaus is still the one for me, though the last match I saw him in was not great. I also think that, even thing inconsistent, Jack Clarke has some real verve about him (was saying this before we were linked).
I’m actually a big fan of Josh King, he’s HG and would be a great versatile option who could come in for any of Kane, Dele or Son. Quick, strong, goals and assists always ends up in double figures (with an emphasis on goals) and is 1 in 2 so far this season, 1 in 3 last season, 1 in 2 the season before, so he’s consistent too. This is for a worse side than us where he’s neither goalscorer or creator in chief. His ability to play a few positions would ensure he got game time.
If Cardiff go down, Neil Etheridge as a Vorm replacement would be good, he’s a big part of why they have kept their head above water.
Being in the States, I don't have access to Champ league football. I did see a list of the best young players in English football,

Who do you suggest we go for as a RB? I would love Wan Bissaka but don't think its realistic considering the price he will cost and our needs for a new CM. Most players coming from abroad could have the unproven tag thrown at them too. We also need to add some more homegrown players, youngsters such as Aarons, Lewis & Clarke. We should have moved for Brooks last summer, I think signings like these on top of a big CM signing are the way we should approach this summer.

Sandro Tonali looks an incredible midfield talent. The 18 year old is an ever-present for current Serie B leaders, Brescia.
