We are doing things differently this year. There's a high level of cloak and dagger in the way Arsenal used to be. I'd be surprised if the media over here has even mentioned the players we might be after.
Max Mayer would be my guess

Meyer was last scouting teams target. Really doubt if new team are interested in him as well . There's no interest for him from other top clubs. We would have already bought him, had we had real interest. We are doing things differently this year. There's a high level of cloak and dagger in the way Arsenal used to be. Cause the negotiations have been completed?
Not sure if Florence counts as Northern Italy - more central, but Fiorentina are having what appears a fire sale at present

Who in the World, that we can afford, could improve that?
It's true what one of the newsnow lot said this week, we are in a totally different game to everyone else, we're trying to improve our bench, not our starting XI, and even if Walker does leave we already have his replacement in Trippier, albeit with less pace. The key for us is keeping the core of our squad happy. Other teams have seen an opportunity with our stadium build and general inability to improve our first team and may have taken it, although it is too early to tell if that's the case.
Was always going to be difficult. Even more so with the transfer market being a terrifying mix of fraud and outright madness.

Sue for breach of contract, damages, the works.
A contract exists as soon as the parties agree it does. The written contract is simply post-fact evidence.
If one party then refuses to honour that agreement without legally solid reason before the document is signed, they are in breach and can be sued.
I'd just be happy with being allowed to play with 12 men.
It's not dodgy press info is it? It is widely known they are in for Alex Sandro, bakayoko and rudiger has had a medical, you got your head in the clouds?
Are you a lawyer? I am and that is not entirely true. Its a bit more complicated than that.
i think it is probable that they agree on the price first, and then start the negotiation of payment structure, terms and conditions etc.No, but I have decades of experience of negotiating multi-million pound deals ( and some smaller ones!) across various industries and working with lawyers around the world at all stages of all sorts of transactions. It's what I do. Or did until a few years back when I stopped so I could concentrate on voluntary work.
And the point is, yes, it is much more complicated than it appears, which I've tried to explain in a longish series of posts of which the one you quote is just a part.
If it were as simple as in that example, anyone failing to honour a handshake-deal ( in the way Levy has been accused of doing) would be in breach and could be sued. So I asked why hasn't he been sued, to emphasise that point. But since transfers are complex they require complex documentation to reflect all the elements of the deal, between the clubs and between clubs and players and any other interested parties. And most importantly in this context, the drafting of the terms of the contract(s) is all part of the negotiation process.
I am very sceptical about the unsubstantiated hearsay claims that Levy deals dishonestly and I've gone to some lengths to try to explain why. But it's spread over a number of different posts (and numerous PMs) which are boring enough individually, like this one. Imagine how bad it would be if I put them all together!
Could the player from italy be insigne?? And the whole bale thing be caus they got same celebration?
