Have VAR changed their view on handball now? If that had been us that would have been a handball.

They have. They said a few weeks back they were going to tweak the handball rule so that a hand that was in an expected position, even if away from the body would not be handball anymore. After the one on Dier, of course.

Wasn't there something about the arm being above the shoulder in there? I seem to recall someone saying that even in the new interpretation of the rule Dier's one would've still been a pen due to the height of his arm?

Yep, hand about the shoulder would still be a pen. Why, I couldn't tell you.
