As I understand it, it’s the prospective employee that has to apply for the work permit, and they have no chance of getting one without an offer of employment. Now that offer of employment can be conditional on them getting a work permit, but it still has to be a genuine offer. So basically, we have to take it to the brink before we find out. Always a risk.

It's really hard to judge height on TV. He looked about four inches tall on my television, but I think he might be a bit taller in real life.
