Pretty common expression I thought..? As in they're not keen on it and only allow it in exceptional circumstances.

It seems a bit odd as we were supposedly happy to accept the stadium last year with its guts hanging out the sides, but now there are potentially wrangles despite the stadium looking pretty much finished.
Could it be that we might have to wait until we get the next lump of TV money, season ticket payments, maybe some naming rights payments and even profits from player sales before we can afford to accept the stadium and trigger hefty payments to Mace?
It is not a nice thought that we might be having cash flow problems, but it would hardly be surprising.

Not sure how it’s ‘heavily frowned upon’ when it’s with full approval of the PL. It’s either been allowable or not. A fully professional decision. I’m sure Spurs will have kept the PL much more up to date than us fans and any decisions will be made after consultation.Not sure what your point is when have I ever claimed to be ITK? You don't have to be ITK to read comments from the Premier League in newspapers or to read the publicly available handbook that I quoted earlier in the thread.
Might be a common expression but this is the only circumstance. No other club has been in this position.
