Pre CL Leeds had to play a replayed game at a neutral ground https://www.independent.co.uk/sport/football-leeds-ordered-to-play-third-match-1555300.html . There was no rule regarding CL winners when Liverpool won but didn't qualify through their league position but EUFA changed the rules to put them in the following seasons CL. I think PL and EUFA can pretty much do what they like regarding rules, according to PL rules a registered home ground can be changed with PL board approval.

Venues and kick-off times
23.01
As a rule, the play-offs, group matches, round of 16 matches, quarter-finals, semifinals and final kick off at 20.45CET. Exceptions to this rule can be set by the UEFA administration.
23.02 In principle, the fixtures within a group on the last matchday are played simultaneously. The UEFA administration is authorised to fix the kick-off times.
23.03 In principle, a club must play all its matches in the competition at one and the same venue. As of the play-offs the venue can be changed only based on a UEFA decision. A venue may be the ground of the home club or another ground in the same or another city within the territory of its association, or, if so decided by the UEFA administration and/or the UEFA disciplinary bodies, in the territory of another UEFA member association for reasons of safety or as a result of a disciplinary measure. In principle, venues are approved only if direct international flights and/or charter flights are able to land within an acceptable distance of the venue, in the country of the club concerned. If the match is being played in another city or country, the venue is subject to the approval of the UEFA administration.

If, at any time during the season, the UEFA administration deems that, for whatever reason, a venue may not be fit for staging a match, UEFA may consult the association and club concerned and ask them to propose an alternative venue, in accordance with the UEFA requirements. Should such an association and club not be able to propose an acceptable alternative venue by the deadline set by the UEFA administration, UEFA may select an alternative, neutral venue. The club concerned will have to make all the necessary arrangements for the staging of the match together with the relevant association and local authorities. In both cases, the costs of staging the match are borne by the home club. The UEFA administration takes a final decision on such match venue in due time.

K.5. Each Club shall register its Stadium with the Board and must play all matches in the competitions listed in Rule L.9 for which it is the Home Club at the Stadium. No Club shall remove to another Stadium (either on a permanent or temporary basis) without first obtaining the written consent of the Board, in accordance with Rule K.6, below.
K.6. In considering whether to give any such consent, the Board shall have regard to all the circumstances of the case (including, but not limited to, the factors set out in this Rule K.6) and shall not consent unless reasonably satisfied that such consent:
K.6.1. would be consistent with the objects of the League as set out in the Memorandum;
K.6.2. would be appropriate having in mind the relationship (if any) between the locality with which by its name or otherwise the applicant Club is traditionally associated and that in which such Club proposes to establish its Stadium;
K.6.3. would not to any material extent adversely affect such Club’s Officials, Players, supporters, shareholders, sponsors and others having an interest in its activities; K.6.4. would not have a material adverse effect on Visiting Clubs;
My reading of the above is that any temporary use of a different stadium to the one registered has to be cleared with UEFA or the Premier League as appropriate. So, anyone other than these two authorities saying we can't would be exceeding their authority.
