How does the registration deadline interact with the timing of the transfer window? Let’s say he comes in before the Sept. 13 deadline, obviously that’s after the window closed, but is the window irrelevant to signing youth players?Not sure what you mean by not registered in the squad list. They don't take up senior squad spots as you have unlimited U21 spots, but they still need to be registered as a squad member to play (you 100% can't play an unregistered player, that's auto-forfeit the game, point deduction, thrown out of a cup and fined). The cutoff date for squad registration is Wednesday, September 13 so there's still time to register him if he is joining up and not being loaned back
There are exceptions like signing Vorm after injuries to keepers in October 19/20 where you can register later but I don't think "talented youth player" is viewed as an exceptional circumstance. I can't recall anything like that happening but I'm 95% sure he couldn't play if he's not registered in time

It's been said youth signings can occur outside of the transfer window. PL requirements state under 21? I believe don't need to be registered in the PL squad so essentially could sign tomorrow and play against Sheffield Utd. It seems clear that any senior player bought after the close of the window cannot be registered until the next window opens, even if the registration deadline has not elapsed. But the question is whether the same would apply to a youth player.

Yep my mistake that 13 September date is for players out of contract, the transfer window close is the "normal" squad registration deadline and the same would paply to youth players. It’s coming from a conflation of registration itself with taking up one of the 25 places in the squad list for senior players.I'm not sure where people are getting that you don't need to register U21 players, seeing as you need to register them for the PL squads and they provide a list of all of them? I'm almost certain people are confusing "unlimited U21 squad places" with "don't need to be registered"

Googled a bit and Chesterfield were fined for fielding an unregistered U21 player who played 39 matches for them (first game at 17). That doesn't look like U21 players don't need to be registered to me?
If people can find a rule saying you don't need to register U21s and you can field unregistered U21s I'm all ears because in all "official" football matches you can't field unregistered players. Am I going crazy here, since when are you able to skip those rules and have them not apply?
