This would be so weird/funny.
All the media furore around it, all the pundits saying 'he has to go'. For him to turn it down would be hilarious.
If he does, it makes Bayern look like total tw*ts.
How/why would you put all your eggs in this basket, only to have the player say no at the end? Surely they've been speaking to him throughout, making sure it's worth their while to negotiate.
I would also say that for Harry, it would also not be a great look to then leave on a free, which I suspect he will in a year's time...unless we get back into the CL.
