I think it's the opposite. As much as people want to believe he's a mercenary, he wants to be playing every week - that's been his motivation more than money when looking for a move.

He rejected a Qatar move (for money) and accepted W'Ham, but we (the club) cancelled it.
Choosing West Ham ahead of QPR (and whoever else) is a sign of preference and nothing to do with money - at least not on the player's side
But if he wants to be playing every week then perhaps he shouldn't have turned down loan moves to Stoke, QPR and Palace when he must have known that any playing time he got at Spurs would be absolutely minimal.
