There haven't been many direct signings from South America into the premier league over the last 5 years. Almost all of the high profile ones have come via Italy, Spain, Portugal etc. Players I can think off the top of my head are:
Sandro, Paulinho, Lamela, Aguero, Jesus (Man city), Sanchez, Rojo Funes Mori, Willian, Costa, Otamendi, Costa (Brazilian for all intents and purposes), Cambiasso and Rondon.
Only 3 or 4 of those came directly and ironically 2 of them were ours.
I think the combination of change in league, league programme (Start and end date) and cultural challenges mean its more prudent to wait and see how they perform in Spain, Germany or Italy before taking the punt.
By then if they succeed they're often out of our reach
That probably explains why we don't sign many. Besides if we can sign Dele Alli's for as cheap as have why look over there and worry about work permits?

France, Holland, Belgium etc etc all produce good players that don't need work permits.
