I took it to mean the club.Confused by this 'division at the top', is it the Josif's are divided or the board of Spurs?

I took it to mean the club.
And I took it as the opposite. I read it as the Josifs are divided as to whether to settle now because the appeal is considered weak or to play it out and hope for the best.
Why would the Josifs being having arguments at the top? It's family run, mum and dad having a tiff?

With all the other ITK regarding a rift between Levy and Lewis, I think it's Tottenham arguing whether to make a deal or not.
There was a suggestion of this may still be on the cardsI'm still surprised we aren't going the way of the San Mames, build 3/4 then move.

Gooners tweeting #SaveASMThe tweet at the top is very telling. Greedy bastards
As I've stated previously this has legs. Whisper is that the developer will lease the ground to us when Spammers move to OSHaving looked at the OP from over 6years ago in 2008, anything can happen now.
Alan Sugar made a statement on Talk Sport earlier - use the West Ham ground for a season.
I reckon that there is a huge amount of financial irony in his statement.
People can work that work that one out for themselves.

I would just add, that West Ham are not paying the bills their rent will be less than it costs the olympic stadium committee to run the stadium(i.e. costs of stewards, police and etc.). So they would want another team to come to ease the pressure of running this stadiumASugar said there was no chance of us going to MK Dons.
The revenue gained from us moving to West Ham and their struggle to settle the bills at the OS will be massive.
Even with Archway killing the project thus far I cannot see this happening any day sooner unless Lewis gives the Jonas family what they want or we just do what the above pictures show of San Mames, whilst negotiations with Archway continue.
I can only see a big company taking over Spurs, the lawyers proving any challenge to the CPO, and we just get on with the whole regeneration project.

The thing is the olympic committee openly has been trying to get as many tenants as possible and I don't think policing will be that much of an issue as it is a fuck up of huge proportions, thanks borisThe police would have a fit. But after plebgate I think their power to veto stuff will have waned slightly.
