Will FFP finally put spurs where they belong?

Can someone with a better knowledge of this sort of thing than I please explain this? Is this good or bad for Spurs and does it get Chelsea out of their massive hole?

When I’m in doubt about anything like this, I just default to Spurs will be fucked over. It serves me well.
