To take the next step we need to keep Eriksen, sign Brandt and convert him into a CM - basically do what Wolfsburg did with KDB. We would be making chances for fun and with the clinical ability of Son and Kane we would also be scoring for fun too.

We need some bench options:

Kevin De Bruyne
Bernardo Silva
Raheem Sterling
Leroy Sane
Sergio Aguero as a Llorente backup

Seeing how well Son play as CF when Kane's out and how well Llorente's played lately I am no longer that worried about getting an understudy for Kane. Plus, Troy Parrott is waiting on the wings to prove himself (although I doubt he's ready for EPL time coming season but I love to be proven wrong) and should be gradually be given playing time.
Quite a few names have been brought up as Kane's understudy but no young, talented CF with ambitions are going to join Spurs unless he's paid "silly" money, simply because they know's there's no way they're gonna play much with Kane almost have a birth-right to be Spurs' CF starter.
And quality CF costs a lot, so I'd rather spend the money on some pacey WF (preferably a left-footer) who can score goals. I know they also cost a lot but they'd be of more us as they will be playing when Kane's fit.
Below are some RWF I wouldn't mind seeing at Spurs next year:

1st choices
Carrasco (questionable attitude and on a huge salary in China)
David Neres (may be too expensive)
Niclas Pepe (may be too expensive)
Leon Bailey
Douglas Costa

2nd choices
Martin Ødegaard (not an outright WF)
Francesco LoCelso (not an outright WF)
Hakim Ziyech (not an outright WF - and may be too expensive)
Bruma
Dwight McNeil

Talents to be looked at
Maxwell Cornet (Lyon)
Mikael Anderson (FC Midtjylland)
Mason Greenwood (Man Utd. - Solskjær is under massive pressure to improve the team and will spend silly money to do so; which makes it unlikely that Greenwood will get much of a chance to prove himself...)

Your example of Monaco does not support your contention. Monaco had a fire sale. They didn't just lose a talented youngster or two. But the team they had was built up over a few seasons. And in a few seasons they will be good again as there is a shitload of young talent there like Ballo-toure that they just picked up from Lille.

I don't believe it is hard to do it is just hard to do with making wholesale changes like Monaco did and expecting to be competitive immediately. But that goes with older players too. We made the mistake of keeping a static squad when we should have been in constant flux, a couple out with a couple new faces in to change the dynamic and hopefully improve us.

Thing is, according the ITK, there were no takers for the players Spurs wanted out and Poch didn't want a "congested" squad as he knows how bad that can be for the team spirit.
Besides, if the takers had paid up most probably both Llorente and Sissoko would have been sold

Last night was hugely significant!
Being in the last 4 of the champions league brings us unbelievable exposure to prospective players.

I remember some ITK last summer suggesting that the stadium hadn't been quite the pull that we expected but now it's open and players can see how amazing it is along with being in the SF, we really should be able to attract top quality this summer if we're brave enough to spend.

This summer is pivotal!

Huge boost for our transfer dealings IMO, the team spirit was infectious the only players who wouldn't want to be apart of that are the money hungry mercenaries.

Last night proved again that we need reinforcements but only in a few key positions. A RB is a must, Aurier isn’t good enough and seems injury prone, Trippier has had a poor season and KWP needs to go on loan. We need AWB in my opinion.

We are woefully short in centre midfield. Both Dier and Winks are permanently injured and Wanyama is a shadow of his former self. Skipp will come good but not for a few years. For me we need two top quality centre mids in NDombele and Havertz.

Attacking midfield (if Eriksen stays) then I think we need one player as Lamela is constantly out, so for me that would be one of Grealish or Brooks.

At CB I don’t think we need anyone even if Toby goes personally.

Taken from BBC gossip section...

Ajax defender Matthijs de Ligt, 19, is a target for Tottenham, with Spurs willing to pay the Netherlands player's £69m price tag. (Star)

I would love to have him. Unfortunately, JJ has shot it down on Twitter, saying he's set for Barcelona.
