The capacity and frequency of the trains going to WHL station will be massively increased under TFL, with a re-designed platform/entrance allowing easier access for trains full of fans. Plus the idea is that with the HRW redevelopment there will be more fans hanging around after the game rather than leaving asap (tho clearly that will apply less to evening games).
Maybe I'm being naive but my understanding is that this had all been worked out in respect of the previous planning application? Plus the transfer of the line to London Overgound wasn't announced until after the previous permission was given so that should be able to accomodate the extra 10% of fans under the new proposals?
I guess we'll have to wait and see. Have to remember the amount of people going there will be massively increased too. And I'm not too sold on loads of people hanging around Tottenham after a game, regardless of amenities. Certainly not been my experience at the Olympic Stadium or the O2, where they've spent shitloads on places to keep you entertained which turn into ghost towns pretty quickly. People tend to get there earlier and hang around beforehand, not after.
But you're right, the Overground will make a big difference. I moved south not long ago and the Overground is great, the trains are big and well designed. That's actually the best announcement for me. Some of the other stuff sounds a bit like making the best of a bad bunch. "Better use will be made of stations" and "facilities will be improved" is as vague as it gets.
