There are still people running with the narrative that "the other big teams will all improve because they are signing loads of expensive star players, so we need to sign XXX and YYY or we'll be left behind".
I thought last season's final table had amply demonstrated the degree to which that is bullshit. We don't "need" to sign anyone. Other teams signing high-profile players can improve them, but it can also backfire.
From all the info being put about by @JJetset and others, the prevailing attitude in the club is that we'll sign players if we can get them at the price we want and if Pochettino thinks their overall profile fits into his preferences.
The players we are reportedly looking at seem to share one characteristic: pace. That's an indication that the club can see what's missing, because we don't really have any other weaknesses in the squad. Those rapid players whom we have acquired recently just haven't quite hit the ground sprinting: N'koudou, Sissoko and N'Jie being the obvious examples. Only Son has worked out and it took him the obligatory first season before he hit his form.
