Somewhat, but he's clearly pointing telling tripper to watch the runner. His arm is out well before the ball is kicked and he tries his best to get it out of the way from point blank range when he realises, if that isn't accidental handball then I don't know what is

Accidental is a myth. It's about unnatural arm position. It also doesn't have to hit the arm first. It can hit the body then bounce off an arm in an unnatural position.

Doesn't matter if it's accidental. If the referee interprets the hand or arm to be in an unnatural position at the point of contact they're going to give a penalty.
