They must think it but can't announce it officially as then they are committed to a date and leave themselves open for criticism.
This is a way of getting the information out to the fans without making an official commitment. At least, that's my take on it. It wasn't an unplanned comment by Poch in my opinion.
Poch being "confident" isn't the same as making promises. As the club's most senior regular spokesman, obviously he will be questioned about the new stadium every press conference, and he's just trying to be positive. Don't think we need to read more into it than thatI honestly think they should stop making promises. That's what annoys fans when they don't meet them. People accept building some thing as massive as that takes time. Just get it right.

They'd want him to say sorry first of all. And that is the last thing he can say.
The delay will have cost 10s of millions, and I dare say the negotiations about how that is divided up between Tottenham, Mace, subcontractors and insurers will go on for years.
Any apology Levy makes could be used against him - he was acknowledging his guilt and his principle role in the delay, they might say.
He could apologise on behalf of Mace, but then they'd only counter that they have nothing to be sorry about.
MP is the perfect person to apologise to the fans, as he clearly has no responsibility for any of the delays. He sort of did that a few weeks back.
Even in proposing a potential opening before xmas, he makes it quite clear that this is not a formal statement from the club. He will be killed for saying it.
